In this model, there is collaboration between the Punjab Housing & Town Planning Agency and developers to construct homes on the state land. Also, there is a land equity arrangement between PHATA and developers. Tentative 10,000 housing units will be constructed in execution model-1 based on equity.

The developers are responsible for constructing infrastructure, including amenities, utilities, and roads. However, the developers are bound to follow the guidelines of PHATA in terms of design. In case of any needed change, they have to pass through an approval procedure.

The PHATA, on the other hand, is responsible for providing construction materials, infrastructure designs, drawings, specifications, and guidelines.
